For me, if i drop by Seoul during winter, Hwacheon Sancheoneo Ice Festival for sure will be included in my itinerary. Hwacheon Sancheoneo Ice Festival goes on from 5th January 2013 to 27th January 2013
During Hwacheon Sancheoneo Ice Festival, there are various of activities which the locals and foreigners could do! Activities such as:
Ice fishing , lure fishing, bare-hand fishing, Ice sledding, bobsledding, ice football, slides, snow sculptures, snow sledding, World Snowman Square, ice rink, ice train, snow train
Hwacheon is actually a region of South Korea
Sancheoneo is actually fishes/ trouts which can be found under the icy water

personal advice:
i think it's kinda better for you to drop by during weekends.
The bright side for dropping by during weekends is will be more crowded, which means, it's more happening (because when i drop by during weekdays, it's kinda quiet, only ice fishing and bare hand fishing is crowded, i couldn't see other activities as mention in their website, therefore i think it's better to drop by during weekends).
On the other hand, dropping by during weekends might make give you a hard time to catch much Sancheoneo (lol, cause too many competitors mah~ And maybe the time for you to get your Sancheoneo done might take time too)
Overall: I think my boo and myself did a great job in venturing all the way to Hwacheon Sancheoneo Ice Festival by ourselves lol *applause*
and i think the weather in Hwacheon is really dry until my mouth area drys up and i had a minor nosebleed =( therefore i need to cover up myself with the mask TT. And ice fishing is really a memorable activity for me as i never try this before, and the joy when you manage to catch Sancheoneo is sucha delightful and joyful experience! And the Sancheoneo taste really fresh! nom nom! However, due to my stupid cheapskate boots it ruins my mood, therefore i just tried out ice fishing *sigh*

Just to make in clear, the locals and foreigners have different fishing area, when you reach the venue of Ice fishing area, walk towards your LEFT, it leads you towards foreigners fishing area, Right side is for the locals

Directions to Hwacheon Sancheoneo Ice Festival (FROM MYEONGDONG)↓
From Myeongdong Sation (Line 4) to Dongdaemun Station (Line 4)
From Dongdaemun Station(Line 4) transfer to Hoegi Sation (Line 1)
From Hoegi Station (Line 1) transfer to Sangbong Station (Jungang Line)
From Sangbong Station (Jungang Line) transfer to Chuncheon Station (Gyeongchun Line)
Then get out from Chuncheon Station, and walk towards the opposite side's bus stop
From the bus stop, you can wait for the Express Bus Bound which will bring you to Hwacheon Bus Terminal (Remember to ask whether they are going to Hwacheon Bus Terminal or Hwacheon Sancheoneo Ice Festival!)
The bus fare will be 4,000 won/ 4,300won (sorry i forgotten) which takes you around 50minutes to Hwacheon Bus Terminal
However, the bus fare from Hwacheon Bus Terminal to Chuncheon Station was 4,300won
Directions From Hwacheon Sancheoneo Ice Festival To MYEONGDONG↓
Walk back to Hwacheon Bus Terminal to take the express bound bus back to Chuncheon Station (be alert on which stop to get down as Chuncheon Station isn't the last stop)
From Chuncheon Station (Gyeongchun Line) to Mangu (Gyeongchun Line)
Mangu (Gyeongchun Line) transfer to Hoegi Station (Line 1)
Hoegi Station (Line 1) transfer to Dongdaemun Station(Line 4)
Dongdaemun Station(Line 4) to Myeongdong Sation (Line 4)

Foreigners:
1. You do not need to purchase a fishing bait!! They will rent you one FOC
2. When you reach the Ice Fishing Gate, head towards your LEFT for foreigners ice fishing site
3. Each person can only grill 3 fishes, both of us will be six fishes
4. You can choose either to Grill or Steam your Sancheoneo
5. It's best for you to leave earlier just in case the bus tickets sold out and you couldn't catch the last bus!

From what I understand, from Chuncheon Station, we can just take the bus from the bus stop opposite the station? So we don't have to go all the way to the Chuncheon Express Bus Terminal to do so? (The express bus terminal is actually pretty far I think) Thanks!

Yup, i think it's the best way to go to Hwacheon Sancheoneo Festival by express bus.
once u reach Chuncheon station, just cross over to the opposite side and hop on the right bus to Hwacheon Bus Terminal. But make sure u hold on some pamphlet of Hwacheon Sancheoneo Ice Festival and show it to the driver. They will reconfirm with u whether that's the right bus. Hope this explains ><.
